It's not so much about the story but about the character of the games themselves. Fallout as a game was modeled after what Americans in the 50's expected the future to look like. All the nuclear powered cares, Mr. Handy's, laser guns and what not were all created to fit that style. A Fallout game set in Tokyo,Sydney or what have could certainly be and excellent game but it wouldn't really be a Fallout game. It would just be another post-apocalyptic (inset genre here). However, I do agree, variety is good. A post apocalyptic game set in Sydney or Toronto would be cool, but it wouldn't be Fallout if you get what I'm saying.
Rather than the usual trick of making voice acting better with well written dialogue and good voice actors, Bethesda could just go with the option of have every line spoken by Sharlto Copley. Yeah, but people in other country too had visions of the future. So why not creating a 50's like vision(probably also influenced by Americas technology) of other major cities around the world? Cities where objects and equipment that is/were more common in the previous game are much rarer (imported only in small number before by smugglers or spies, crashed transporter etc.). Europe and the Middle East destroyed each other in their resource war, then Europe destroyed themselves in when the European Commonwealth colapsed. And all of that before the great war. The US and mabye China and the USSR were the only countries that would have been capable of building the vaults, and China had suffered from the US Power Armored soldier invasions along with the majority of the US's nukes. Most European countries with the Resource Wars and their in fighting and then the Great War most likely have nothing left. A whole game based on another city might be too much to ask for, but as DLC it would be more than possible.
Rio might actually be fully intact, and chances are there is nothing left of European cities. I do however love your idea for Florida, now I want a Disneyworld fortress....I shall name it....steve. Althought would Disney still have been built in this time line?dngamecat said:Toronto

Interestingly enough, albeit being rendered debatabley non-cannon with the release of Fallout: New Vegas, Fallout 3 mentioned that Rhode Island and the northeastern US hosted 'The Commonwealth'. The Common wealth was apparently a society that retained or rediscovered most of the pre-war technologies and developed their own, even being able to create androids and cyborgs.
So yes, I'd say a fallout game based in RI would be pretty interesting. Of course, Obsidian would probably tweak the name to "Fallout: Road Island" to be faithful to their trend of intentionally misspelling or abbreviating know geographic locations to drive the whole 'post-apocalypse' theme further.
I know, I'm a avid fan myself. But that doesn't mean there absolute nothing left. Chances are, there are still a few survivors left.
