I mean here's your villains up to this point:
Garland: Died in the first chapter and had this weird time travel plot (though I liked him in Dissidia)
Emperor Mateus: Conceptually he is effective, he's brutal and ambitious, but he just comes off as bland.
Xande: Victim of the first Villain Switcheroo. Who gives a fuck about the CLOUD OF DAAAAAAARKNEESSS!!
Golbez: Again a Switcheroo, and worse he became a good guy in the end. Who the hell is Zemus?
Exdeath: Perhaps the most unintentionally hilarious villain.
Kefka: The only one to Rival Sephiroth.
Then after 7 we got Ultemecia/Edea, I don't know I never beaten 8 to this day.
Kuja: Victim of Switcheroo, but I say he fairs better then Golbez because we see him to the very end as the bad guy.
FF X had too many villains I think: Is it Seymour? Is it Sin, is it Yevon, is it Jecht? I do think Sin on its own is a interesting take on the antagonist.
FF 12 kinda makes me sad because remember this series took a completely different direction after Matsuno left the director's chair. But Vayne Solidor had simple motivations, he just wanted to be the God Emperor of the World, he just didn't have enough screentime.
And I have not played 13 and 15 at all to comment.
So yeah you kinda understand why Sephiroth sticks out among the pack:

According to reports, yes there are still the dialog choices you expect. I know you can change the outcome of the dres-up scene by how in-depth you get with it. As well as other dialog options like giving the flower to Tifa or Marlene. Jesse Cox said that he can't say anything about the build he played until March 2nd. It's possible that something might happen on that date, like the release of a publicly available demo. Of course, this is still just speculation, but it could be worth keeping an eye on.
I think I'll struggle to get past the fact it's not turn-based. Something about the classic titles not being turn-based just seems wrong to me. The episodic thing also puts me off. Feels like a cash grab.
