Those positions cycle out pretty regularly, even without extraordinary circumstances, but both Trump and Biden admins have been pretty heavy-handed as far as ousting their predecessors appointments. If you look up the people who have been fired by Hegseth from which you make this claim individually, you will find that every one of those women and minorities was a Biden appointee to the position they were removed from.
