It should be a satisfactory response. It's the job of legislators to define what a woman is by law, and should that law be challenged, for a judge to see that the law is consistent with the existing legal (/constitutional) framework of the country.
Jackson actually declined to answer, stating she is not a biologist. Marsha Blackburn, who asked the question, did not seem not pleased with that.
That seems reasonable in the context, since the question doesn't directly relate to her job.

From what i saw, he got the board position in excahnge for not buying more of Twitter's stake. So he's on the board to influence decisions at the promise he wouldn't just buy a commanding stake and take Twitter over anyway.
