My two cents is Capcom reflected on Chris Redfield's new look, and thought "maybe we aged him up too much?". Yes, it has been a long time since the events of RE1 by this point, and Chris has gone through a lot ever since so it's expected for him to look like a battered soldier, but I honestly did not recognize him until he introduced himself in RE7, and once again seeing him in RE Village. It's obviously not the same young S.T.A.R agent that we met all those years ago
So Capcom decided, "hmm, maybe we can have Leon look like a sexy middle-aged man, and not a tough-as-nail survivor?" even though Leon went through just as much bullshit as Chris.
That's my theory anyways. Honestly, I am fine with this design, but I also think they could've aged him up a bit more with more grey hairs (or receding hairlines) and wrinkles, but I think he still would've had the look that can seduce me any day (no homo).
