As far as I know, Activision is behind that ban, and it was already in place with MW2. It's a shame really, because they wouldn't have to do that - the international version of MW2 is not banned in Germany, so it's not even like activating it on Steam was somehow against the law. (In the case of Black Ops, it can't possibly be as the game isn't even out yet)
Even if it was, there doesn't seem to be any problem: You can still activate an imported PEGI version of Left 4 Dead 2 (which is banned* in Germany, for whatever reason), so Valve themselves don't really seem to mind.
But I won't discount on Steam's role in this case: Mandatory Steam activation is the very reason a publisher can do this in the first place.

Its just that the original version didn't get a rating but you are still allowed to sell it. Steam has a policy of not selling unrated games and always gives you a censored version.
Even borderlands is censored on german steam but only if you use steam.

And since Steam could just sell it international... they just can't advertise the crap. (And have to make an age-check for the account once - by postal for example). And we all would be happy.

It's still a shame that some governments don't seem to think an adult can make a choice whether to purchase a game with violence in it. It's not looking to change though, so I just shake my head and my 25 year old self will be enjoying gore to a happily elevated level when this is out

Germany banned Madworld for the wii, no big surprise they banned/censored this game aswell.

On a different note, I didnt know they were going to have contemporary music in this one, I thought they were just going to use the same orchestral/generic heavy metal soundtrack that almost every war game seems to have these days.
As much as I hate to admit it, I think I'm actually starting to get a little excited for this game. I wont make up my mind until I play it, but this game is deffinitely starting to look like one of the best installments in the series.

And honestly, when looking at the footage, it looks exactly like MW2. They've made almost no changed to the hud or gameplay, even a few decent modders could make more changes to a game. And they're also talking about a mode where you start with a pistol and the more kills you get the better weapons you get, there was a mod like that for CoD4. Thats what I really meant when saying that it had no new features, it looks just like MW2. I dont know why so many people wanna buy the same shit all over again every year. Besides that, the game couldnt look any more unbalanced.
