I find it amusing that they allow World War 2 games where you kill germans but they ban a game in which you don't just because it has some violence. Come on, whatever happened to Germany's proud balls? I mean they had a long military history of stomping on people and now it seems like they have no spine anymore.

Don't think that we (as in, the rest of the civilized nations) have any grounds to criticize Germany. I'm pretty sure that most countries have done stupider things than this in 2010.

Yeah. If the exclusion of dismemberment really affects your entertainment experience then you may want to re-evaluate your..everything.

Wait, the boxed copies require steam?

That's reicoules, surely you can sue them for requiring a serpeate service.

As far as I know, Activision is behind that ban, and it was already in place with MW2. It's a shame really, because they wouldn't have to do that - the international version of MW2 is not banned in Germany, so it's not even like activating it on Steam was somehow against the law. (In the case of Black Ops, it can't possibly be as the game isn't even out yet)
Even if it was, there doesn't seem to be any problem: You can still activate an imported PEGI version of Left 4 Dead 2 (which is banned* in Germany, for whatever reason), so Valve themselves don't really seem to mind.

But I won't discount on Steam's role in this case: Mandatory Steam activation is the very reason a publisher can do this in the first place.

* Note that a ban like this only affects commercial distribution: It's still perfectly legal to own or play the game.

The game isn't banned. Steam just always gives german players the censored version of a game if available.
Its a recent change in policy.
Thats why you still will be able to buy the uncensored 360 and ps3 versions normally.

Its just that the original version didn't get a rating but you are still allowed to sell it. Steam has a policy of not selling unrated games and always gives you a censored version.
Even borderlands is censored on german steam but only if you use steam.

Wow, that is pedantic. I assumed it would be apparent what I was talking about. I'm from Australia, I'm very familiar with the practice of castrating games for the public. Anyway, just because I picked a poor choice in wording doesn't mean you should jump down my throat and say stuff like:

But yeah: Steam is totally anal about censorship. I can't buy any A+ titles there. (Well, price mostly) but damn: False advertising in some cases... not very nice, Steam.

Also: I don't know why there is so much cutting over here... the damn laws aren't that harsh. You just can't promote it, don't advertise it, and have to verify the age of the buyer (18+) and you can sell pretty much EVERYTHING.

And since Steam could just sell it international... they just can't advertise the crap. (And have to make an age-check for the account once - by postal for example). And we all would be happy.
