I agree with Ian that Total Overdose is an enjoyable game, in small doses. It suffers from a serious lack of variety, but what it does it does well in an original fashion.

The same is true of Just Cause, unusual for having so few missions that after a few hours the player will almost certainly have completed the story, or encountered a mission so broken that it appears impossible. For this reason it simply devolves into being nothing but a sandbox game; this is actually far better than the storyline missions.
To put it simply: how many games allow you to skydive for around 3 minutes, parachute onto a car roof, ride the car off a cliff and follow it up by grabbing the tail of a helicopter and flinging yourself into the pilot's seat. This is, of course, followed by the obligatory ride off into the sunset.

I've seen a lot of people saying good things about Gun lately. I enjoyed the hell out of that game (and the $15 I paid for it certainly didn't hurt.) I think it suffered in initial reviews because it was one of those early 360 games that was obviously ported up from the original xbox w/ minimal improvement. Still, fun game.

A GTA clone for the Spectrum from 1983.

Other than that I loved Crackdown - Only played through once mind.

Alright, Streets of L.A. was interesting for me because it showed areas where I could walk to in real life if I so desired. In fact I've been many of the places the game depicted. However the combat was really easy, and even though L.A. can be dirty, I refuse to believe that every other old lady walking down the street is carrying 400$ and 10 pounds of cocaine in her purse.

Streets of New York was barely playable, and this comes from an Ex-Activision game tester.
hmph. Didn't get to play that game. Couldn't find it anywhere.

i was thinking no more heroes for a bit but im not sure if it constitutes as a GTA knock off. but i loved it anyways. it was a neat concept of being a ranked assasin. :D

I really liked Saints Row.. It was a down to earth crime sim.. No jetpacks or jetplanes or anything.

The godfather was also really freakin good!

I agree with Scarface, its a movie game, but it was truly excellently done, and had GTA4's police system years beforehand.

Also Merceneries I thoroughly enjoyed!

GTA in a warzone, with less cars and more guns.

I actually prefer Mafia to GTA 4. Not to San Andreas, but Mafia is definitely the best "clone".

I seem to recall one called Boiling Point, which while pretty buggy, was in itself actually quite a lot of fun (perhaps not GTA fun, but you cant have everything).

Crackdown was actually a lot of fun. Nothing quite like hurling a van off the top of a building at some guy down the street. The climbing was kinda cool in itself, too.

I'd have to say I didn't really like Scarface. It was just too damn repetitive for me. I stopped playing because running drugs got mindless and I had to do that way too often. Saints Row was awesome. I know I'm going out on a limb but I would say it was better than GTA4 because it kept with the old style wacky cartoon enviroment. I remember borrowing money and being chased by a helicopter because I didn't pay it back. That was pretty intense. Also all the stores closed at a certain time brought it back down to earth. Being able to make my character look like he was made out of pure platinum and carry around a cane that doubled as a shotgun that blew up cars in two hits was awesome as well. If I remeber correctly it was the first sandbox game out for 360 so the detail for a game like that was amazing.

On an off note, in GTA one time I got in a police car that I had saved in my parking space and a cop arrested someone and put them in the back of my car then he walked around and got in the front, then for some reason I got a star and the cop got out and started shooting at me.

Climbing the Agency tower then jumping off in Crackdown FTW!

+1 for Scarface, +1 for Saint's Row, +1 for Crackdown.

I also enjoyed True Crime: New York City. It may have it's issues, but it's not without it's merits too.
I enjoyed playing as a cop, being able to stop & search people, plant evidence, extort shop keepers, chase & arrest random perps.
I also enjoyed the fighting, being able to switch between 3 different martial arts & weapon styles mid fight, dual wielding chickens, performing finishers on stunned opponents.
The car combat was good too, eg being able to overtake someone, perform a 180 switchblade & shoot the driver in the head then do a reverse 180 and carry on your way.
Also being able to store all your weapons in the trunk of your car was a good innovation. Better than the magic pockets of most sandbox games.
It also has a good music soundtrack & a good voice acting cast.
