In all honesty, I can see where adults and especially parents can get a tad shocked by this. I have a Latin Teacher who claims that if you put your hands by your side and your tallest finger is farther down then the cloth, then it's too short.
Actually, we had that policy in middle school. My friends figured out that super obese people were the ones who could wear the shortest shorts, since their functional arm length is hindered by their middle section weight.

Honestly, I'd prefer is people keep it covered up, but as other posters have said, if you're super attractive and you know it, I'm not going to get mad if you wear less...

I worked in a bakery for 6 months on a temporary cover for various holidays and a lady who was quite large and relatively old (mid-forties) came in, gorgeous sunny day, but was wearing what appeared to be a large belt to 'cover' her breasts and what could only be described as an oversized postage stamp as a skirt...

Now, people can wear whatever the hell they like and make themselves look as foolish as you want but this was so far over the line that she'd need an international flight back to get there. She went to pay for whatever it was she had bought from the other counter, dropped a pound coin and bent over to pick it up... Bad idea... No underwear... I swear that it wasn't in my job description to be subjected to that kind of ordeal...

Well, I'm a girl and I don't enjoy those types of things. :p But yes, it was in high school.

MY GOD YES.

Especially white ones, THOSE ARE SEE-THROUGH WHEN WORN! Ugh. I've seen way too many horrifying things in the mall this summer because of those people.

that's how they measured our skirts and shorts in elementary school. only the creepiest of all male teachers would ask us to do that.

my problem is when girls who should never ever wear short shorts do. especially larger girls. i find that gross.

If a person's dressed down to the point that they're presenting themselves more as their physical parts than as any kind of a person with a mind (or to the point that the viewing audience has effectively forgotten that fact) it's definitely too little.

There's more to non-verbal communication than just visual appeal and trying to dress to the point that the most memorable thing about oneself is clevage (or insert alternative equivalent here) is a clear indication of terrible self-esteem. How we present ourselves in public should be an indication of why we are worth knowing or why someone should get to know us. Leaving little of our bodies to the imagination is self-objectification as it almost definitively states there's nothing beyond the surface worth a person's attention.

It's also a point of distraction given the built-in biologicial drive to reproduce, in itself quite rude to others to try and take their minds away from the multitudes of important matters in their life so they can oogle you (as if a one-night stand with you is more worthy of their time than what they were doing when you happened by). In a professional environment (including schools) it is even more insulting to dress in a manner befitting a prostitute as anyone there should be focused on matters of actual importance. Further, is is doubtful that being paid attention to in that way will ever be fulfilling especially as long term friendships are based on something longer-lasting than sexual appeal, let alone any other manner of relationship.

Some of the more popular trends even raise an amount of health concern. A number of those 'butt-floss' "fashions" for women are especially unhealthy due to the quite literal flossing effect that's being overlooked. I'm still amazed to not be hearing about accidents contributed to by the idiotic "fashionability" of improperly wearing pants. Hair styles blocking parts of the face and particularly a/both eye(s) seems more like trying to hide feelings of unattractiveness, as well as potentially obscuring vision.
