Same way that seahorses work, basically. You really just need to be the one to produce the egg cells to be a female (i.e. have ovaries), so as long as you fit that then you can be the one that does the fertilization.

The post was about the females being the sex to have the penises, not the males having a pouch in which to carry eggs....

Besides, the male seahorse does fertilize the eggs (and the female does not have a penis). The female lays the eggs into the male's pouch. If that wasn't the case, we'd need terms other than 'male' and 'female' to describe them. The 'female' would be an asexual hermaphrodite and the 'male' would be something entirely new and astoundingly redundant.
