Honestly you should just pick a direction and go that way, see what you find. As soon as I left the vault I got on a high rock, looked around and chose to go north. So damn fun.

Actually you can still do Moira's quests even if you blow up Megaton. Just make sure you talk to her first before detonating the nuke. And then head back to Megaton afterward.

I'd really love to finish this game, but I simply don't see any reason to keep trying if it's so confusing to obtain basic things like money.

P.S. I'm trying to play as a 'neutral' character.

That is the point. They throw you out into the sandbox world and tell you to go fend for yourself. Lack of direction is intended.
