well I doubt gay... but it shows he probably has some issues with the idea of sex or is just uncomfortable in general. It would be best to just talk about that with him. Because otherwise she might be turned off by him eventually.

I think that people in a relationship should WANT to have sex with each other. Not so much that they have to act upon it, but it is weird
