While you're assuredly correct that the ACB is being inconsistent (Ninja Gaiden II (X360), Left 4 Dead (X360/PC), Fallout 3 (X360/PC/PS3)), you seem to misunderstand: The Australian Classification Board is not run by ministers of government, in any way. Representatives of the community are appointed to the board, which very regularly shuffles its membership. They follow guidelines set out in various laws, though I'm unsure when/where/how they were encoded, but take great effort to change.

tl;dr: ACB is NOT run by the Government, they just follow the rules like everyone else.

Steam games are region coded last I checked, which is why if a game is released earlier in NA than the EU, EU customers still have to wait 'til their date to get it off Steam (as far as I know), so the Steam version is the watered down version.

With regards to Left 4 Dead 2 on Steam, there are actually multiple different versions. As far as I know, there are three: One for Australia, one for Germany, and one for the US/EU/Everywhere else which has a responsible ratings system.

So yes, of course we can still get the game! They'd be mad to not release it here. That's -money- we're talking about! But naturally, it will be the inferior version.

My suggestion would be to import a disk from somewhere else, as it's been confirmed that the game will be region free in terms of multiplayer support, just that the clients will be different.

Or, no, wait! Obviously it's important that people, even adults, never get confronted with any kind of violent material at all. Let's edit news footage from the Middle East to change bullets to rainbows and pools of blood to yummy soda! And then re-write the history books to eliminate all mention of violence whatsoever! Thermopylae was a thumb war! World War II was a polite debate! Anything to protect the people!

Seriously though, I don't get what the big deal is about having an AO rating for games. The entire system needs a gorram overhaul.

Anyway, just wait until these guys get voted out of power. A while ago I heard that pretty much every MP in Australia was for a 18+ classification except the one that really matters. And when he gets replaced, I'm pretty sure one comes into power that agrees with the rest and puts a proper 18+ rating in place.

...and the panel is made up of three members? Three old, outdated, not-up-to-speed-with-how-the-world-works-without-horses-and-carts-involved members?

EDIT: Also, it's not like it's that big a deal. A mod so that it includes all the original violence will be one of the most easy things in the world to make, so why bother trying to prevent it in the first place?

Australia seems to be of the mindset that killing anything humanoid in a game will make you want to kill people in real life. So if they made the zombies look less like humans, the game would probably have gotten through.

I guess Australia is kind of like China with their refusal to allow skeletons.

I doubt you could consider Call of Duty: World at War or Devil May Cry to be even fractionally as intense as Left 4 Dead 2's violence. Devil May Cry involves battle with nonhuman enemies who disintegrate when defeated, and physical decapitation/mutilation is quite rare. World at War... last I checked, didn't have melee weapons causing limbs to be broken and hacked off, and bone to be shown within the writhing wound of the still-living enemy. At least, I never saw that. Correct me if I'm wrong!

That said, Ninja Gaiden II had more decapitations and serious mutilations than I've ever seen in a 10-second timeframe. Much worse than, say, Kill Bill Vol. 1. Brothers in Arms had some serious limb-exploding grenades, causing slowmo killcam shots of arms and legs being forcibly removed from terrified enemy soldiers. Fallout 3 had some hilariously intense and violent finishing moves. Combine the "Bloody Mess" perk with any of the melee weapons, especially the fist ones, and enjoy the scene as -every- limb flies off of the body because you punched someone in the chest.

But you're right - it's woefully inconsistent.

Nono, that was just the appeal review board. The full board itself is made up of lots of people, from a wide crosssection of the community; many ages and backgrounds. It shuffles pretty often, too. People never spend more than a few years (<5) as a censor.
