Console titles having level editors like Forge is very rare and even then they are restricting. Care to point out a single TC mod for a console title? In fact, some engines (like <url=http://udn.epicgames.com/Three/PS3Mods.html>UE3) require a PC to mod console titles. And when did Nintendo release level editors, let alone dev kits, for their games?
