Console titles having level editors like Forge is very rare and even then they are restricting. Care to point out a single TC mod for a console title? In fact, some engines (like <url=http://udn.epicgames.com/Three/PS3Mods.html>UE3) require a PC to mod console titles. And when did Nintendo release level editors, let alone dev kits, for their games? The only modding of Nintendo titles I've seen so far has been running on emulation.
So yeah, Metroid modding is possible...

Brawl a a stage creator. Granted that's basic compared to the pc but people discovered how to create teleporters in that game. And for console creation go check out little big planet. That's right a nintendo gamer just suggested you to play a PS3 game. That is how much I believe consoles are capable of.

And no, I'm not surprised you're bring in an example from the PS3, since you already brought in an example from the Xbox previously. The fact that you're jumping from platform to platform isn't really helping your case. Yes, LBP is a
very intelligent game, and I've seen genuinely good content there (including a working ALU someone built). But every time, you're working with preloaded assets and it comes nowhere near dedicated SDKs. Whenever you have to do even basic scripting, you've to go to the PC. I'm not saying that console gamers have limited creativity; what I'm saying is that the nature of consoles are restrictive.
