The player.
He can be anywhere, be anyone, and do anything.
One second he's killing the Greek Gods as Kratos, the next he's killing waves of zombies and the whole US army as Mercer or even rolling the universe into a nice, big ball. Hell, if he wants, he could be more powerful than any man, beast or god. Not even death itself can kill him, because he will just come back at the last checkpoint. He has every single power from every game ever created.

Maxwell from Scribblenauts, he can summon anything 5th Cell thought of with the power of his mind. Also he has an awesome hat.
Sovren and the Reaper fleet, they are very powerful, just listing to his monolog. It pretty much says everything you need to know about him.
But in reality the most powerful being in all of video gamedom is THE BLUE SCREEN OF DEATH. He is so powerful he doesnt need a game to live in, he simply is. He can kill you at anytime, any place and in any video game. He doesn't need a reason, he simply does, and there is noting you can do to stop him. He will find you, and he will kill you.

Well, this is a shitty game to reference but I'm going with Superman from "Superman Returns". I mean, he had no health bar. The city of Metropolis did though. Which is a good idea in a Superman game. Too bad the rest of it was crap other than the flying.

Either him or some of the DBZ cast. I'm sorry but if you can fire an energy ball out of your asshole and destroy a planet then you're pretty much qualified as a badass.

Kaim take a giant meteor to the face, a meteor that completetly levels the entire area for miles and wipes out entire armies, and what does kaim do? he stands right back up. sure, kratos would get hit by the meteor, go to hell, than break out, but all kaim has to do is stand up.

Yeah, anyone who stabs Zeus in the chest with his own sword is pretty powerful. Actually, fuck that, he kills the FATES. You know, the only beings in Greek mythology who were all powerful over everything everywhere. And then he gains the ability to control frickin' time and space. The man's basically an uber-violent Time Lord by the end of his second game. Makes me said I won't be able to play the third.

Well,Ratchet is pretty powerful. Not an omnipotent god,but probably most powerful of all the protagonists without an actual superpowers. He could take on most of armies you saw in games and win with ease.
