I agree that this one seems a bit obscure, even for Nintendo, but I'm actually a firm believer that this could be implemented well for survival horror games.
Imagine after some kind of scare, you end up hiding in a wardrobe, and monsters are searching for you. The game tells you that you need to lower your heart rate by breathing exercises or something similar, and the game keeps throwing scares at you. You don't calm down, you're dead.
Or, some kind of sniper game where you have to do something similar to take a shot.
That's just my idea of what it could be used for.

So theres all this outrage over a simple little finger sensor but the Emotiv http://emotiv.com/
Which basically reads your brain doesnt bat anyones eyelids ?
I sense fanboi-ishness, quick arm yourselfs with hammers with which to break their pointless posting fingers.
Bah, it was expected, it's always expected.
That being said though, the link you posted is similar to what Iwata and Miyamoto saw nearly a decade ago, which was an interface that let you control a robot
with your mind. Apparently they hadn't shut up about it since, so you can almost see the similarities, perhaps that might be in the successor for the console.
