It was actually a sidescrolling shooter, and as another hint, it was on a 16 bit console.

If the guy who guessed Arthas from the Warcraft series is wrong, I'm going to guess that it's from the Wheel of Time game, although I have no idea what character would have said it. I never got to play it, and it's set in it's own time period, separate from the books.
