It's the game on PlayStation 2 about stealth. I played it around 6-8 years ago.
You have three heroes. And you can change between them. Some guy, woman and the third one I can't remember. The woman is really good at gadgets.
The first level is rainy and you have to get someone out from jail.
The second level is train. You can turn the lights off and then change to another character to climb to top of the train. My memories of this game are kinda blurry but I hope you will help me. Thank you!

Units have unique names and backgrounds. They are persistent from level to level. Can loot pretty much everything off enemy soldiers, allowing you to customize pretty much every unit. I know it isnt much to go off of.
