The developers are, very often, paid in advance for their work or paid along the way. If a game sells well, they get a bonus. This really isnt that big of a deal, they arent cutting out any major parts of the game, its simply an incentive to buy new, and if later people who bought second hand want to have a bit more content, they can just buy it.
Although it does suck for people with a limited access to the internet, and developers should try find alternate ways for such people.
And most of the money from a new sale goes to the Publisher. You know, some of whom are trying to prevent us from suing them in a class action. Or the ones who put always-online DRM on their PC launch.

For me, depends on if that grappling hook thing is Catwoman exclusive or not. I haven't been very avidly following Arkham City, so I don't know if they've mentioned it or not. Then you've got multiple characters thrown in - so there's no time to work on them. And the Joker has "got better" after Arkham. And Penguin is a cockney. And they've just chucked the whole atmosphere away for the new approach of "every button press must be awesome" approach.
But with all these new goodies...they'll bring in all the lockdowns they've been planning.
Arkham Asylum JUST got onto my machine despite Windows Glue the Game Up Live, and now they're riding on the franchise.
And it's coming out straddling the reboot. Which re-writes all the background. And may get unwritten.
