A dualcore at 2.0Ghz isn't the same as a singlecore at 4.0Ghz.

Depends very much on the code you're running and how it's optimised to run... Is the code isn't optimised to use multicore CPUs and just uses what processing is available then it's pretty much the same effect. Not exactly the same, mind, but close enough for a lot of things. If the code simply won't allow multicore, then the single core is actually better (but this kind of code is pretty rare these days). If, however, the code is optimised to take advantage of multiple cores then it makes use of a lot of parallel processing which means it won't work on a singlecore CPU.
