The reason behind this stuff is to encourage pre-orders to make the retailers happy. There's this thing called MDF (market development funds) which is basically retailer extortion - they charge the game publishers for position on the shelves, how much they'll carry, how much they'll promote the game, that sort of thing. Whenever you see games featured on endcaps or special displays in the store, or featured in their newsletters, or getting special web pages/promotions, it's usually because there was a pretty decent amount of money paid to that retailer to have it up there.WaysideMaze said:Or how about they just release games with all the content there for everyone anyway.

Additionally, pre-orders are used to determine how many copies of a game a retailer will order. The more copies that get ordered, the more that will get made, and the more likely that the developer will make some money. Doing multiple pre-order bonuses gets the developer out a little bit cheaper in the end, because they're giving the retailer something "exclusive" to advertise with. That's why they do them.
