Well, from what I can understand, the fallout world is not our own. After WWII, the timeline split, our side going with the micro chip, and the FO side going with fusion. So while we have computers that can fit into the palm of our hands, they have computers that function much like the early comuter of our time, with vacuum tubes. But on the flip side, because they went with nuclear technology, they have nuclear cars, laser weapons, powered personal armor, and the like. Also, for the most part, Fallout is suppose to capture the "Jet Age" from the 1950's and what the FO universe looked like before the war being what the people invisioned it being, so that is another difference from our world, while ours went through the 60's, 70's, 80's and so on, their stayed in the 50's era.
Of course, none of that had much to do with the weapons, but look at the assault rifle in FO3, its an american rifle, yet the design is based off of the G3. Most of the weapons are design to have a retro-futuristic appearence. Thats why most of the weapons have wooden stocks and handles, as oppose to plastic and synthetic material part, they hadnt developed technology in the same manner as we did. So to answer you remark of what the gun is suppose to look like, The H&K of our world is nothing like the H&K of their world.
