Who are Smogon exactly? Why do they decide who gets used? I've been to their site a lot and I understand the tiering system, but how do they police our end game matches?
Smogon is the site that sets the generally accepted rules of the online scene. They aren't used everywhere, but most people pay attention to their tiering and rulesets, since Pokemon is a very unbalanced game, and Smogon does it's best to test things out and make rules/bans that keep it as balanced as possible.
So, it's an honor code thing?

If the game is so unbalanced, why doesn't Gamefreak/Nintendo try to balance it better? It's kinda sad if end game trainers have to use an honor code to keep things together. From what I understand it has only gotten worse since gen 4 in this regard. They have a good chunk of non legendary pokemon banned already.
Because the games are not made with the competitive crowd in mind. They do not make the Pokemon with balance in mind, they are made with "fun" in mind. As such, we get Pokemon like Kyogre, Mewtwo, and Speed Boost Blaziken, who break most Pokemon over their knees.

Serperior with perversity (or whatever its name is) is completely broken. Just teach it leaf storm, and wait to win.

More to the point, I was wondering when this would go live, I'd already beaten the story and grown bored, so I was wondering when I could check out the new features.

I have a feeling this will have to change as it will inevitably ruin certain aspects of the game if every player has inappropriate moves with their Pokemon...Also why do I care? There is only a 150 after all.

i dont know anything about pokemon, but how is 'drought' overpowered? i read the thing and apparently it just makes the game sunny. WTF?
Sun boosts the power of fire moves, reduces the power of water moves, causes Solarbeam (an incredibly powerful grass move) to become instant cast (it normally takes a turn to charge), and any pokemon with the ability chlorophyll speeds up in the sun. In addition, drought induced sun doesn't dispel over time. Drought induced sun + a Pokemon that knows Solarbeam = Solarbeam spam.
And we can't forget that Leaf Guard prevents status afflictions when sunny.

Tyranitar can stop it though along with any other weather changer besides Sunny Day, so I wouldn't say it's "overpowered"
Ah, I knew I was forgetting something.. Thanks. I've never encountered that particular ability, that's probably why I didn't mention it. After a bit of research, though it looks like we both forgot a couple: Any Pokemon with "Dry Skin" loses HP every turn with Sun in effect and they take more damage from fire moves. Also, Flower Gift, which causes +1 to Attack and Special defense.

Anyway, this kind of thing is why I keep on my person at least 1 Pokemon with the ability "Air lock" or "Cloud 9".

Ah I forgot about those. And Solar Power as well.

And as do I. Comes in handy a lot .

There's a pormotion going on at the moment that enables you to play a game on the pokemon.com site and earn the chance to befriend an eevee evolution.

I played the game and earned the pokemon but I can't put it onto my game as I can't find it in the dream world. Has anyone else actually gotten the eevee evolution from this and can they please tell me how to do it as the official answer in the FAQ was no help at all as it didn't answer the question.

Ok, I actually got one of those overkill vulpix and i have a moveset to try out, but i am not gonna include evs and ivs, cause i dont no how to use those- my cousin does.

SUNFIRE MOVESET

Vulpix/Ninetails:

Ability: Drought

Move1: Flamethrower/Overheat
Move2: Nasty Plot/Solarbeam
Move3: Flame Burst/Heat Wave/Flare Blitz/Inferno
Move4: Fire Blast/Heat Wave/Flare Blitz/Overheat

I added Inferno

Ps:I recommend 2 things:
solarbeam, inferno and fireblast
And EVOLVE HIM AT LV54

HAVE FUN AND MIX AND MATCH THE MOVES AND MOVESETS
