The only thing EA did wrong here was failing to change their promotional materials for the Russian region. Russian players pay EXACTLY THE SAME AMOUNT for the game and starter cards. In fact they get a better deal, because instead of getting cards forced on them, they get more BattleForge points than other countries, which means they can pick and choose the cards they want from the auction house. Usually cards are much more inexpensive there than in boosters.
Here's the math:
At ozon.ru and direct.cod.ru, the game is listed for 899 (US$26.79), but points actually cost a little more than in the US: 2250 for 759 (US$22.63).
So, in Russia, for the price of the game plus 2250 points ($49 and some change, basically the same as the US price) you get 16 cards and 4250 points. 4250 points will buy 3 tomes with 500 points left over. A tome has 48 cards, so that gives you 3*48 + 16 = 160 cards.
In other countries, you get 64 cards to start with and 3000 points, which is enough to buy 2 tomes with 500 points left over. A tome has 48 cards, so you get 2*48 + 64 = 160 cards.
I have a real hard time getting outraged about people complaining about getting ripped off when they got a better deal on the game than I did.
