It's Team Fortress 2 for me. It's constantly being updated and it's always free I tells you. Free!

Though as my avatar shows, I'm probably biased.

I always found the the DLC for Gear 2 (Dark corners I believe) to be one of the best.

You get all the DLC maps ever released and a special deleted scene in single player.

Oh, and Crackdowns was awesome because you could play it as long you were playing co-op with a buddy who had it. (so in a way it was free)

Fallout 3 had the best value for money imo and Oblivion is a well deserved second place. I have not played GTA IV, so icant say something about that.
The worst DLC i think is from Bioware, so DA:O and ME2 are the last on my list when it comes to DLC. I love ME and DA but the DLC really offers very little compared to the price you pay for them. (stone prisoner is the only exeption)

I tend to agree with this, Bioware especially has a tendency to do this. Bethesda not so much.
I could take it if they would use free DLC at launch of the game as a sort of extra copy-protection and extra incentive to buy the game. But all the 'pre-order offers extra DLC' crap ruins that idea.

The nearly 3GB of entirely free Team Fortress 2 content.

Over here we don't call it DLC, we just call them updates.

Yea, I can totally understand why it's pulled so far ahead in this poll.
The value for (most of) the fallout 3 dlc is far head of the others on the list. Each was $10, came with new missions, new toys, and a new area to explore: and a couple were very substantial.
The latest Borderlands dlc was also pretty substantial for $10 too. But I hear the earlier two were pretty skimpy.

The gta dlc was pretty good but way overpriced for what it was. For $20 they really needed to add some more area to explore: a new island or even just more interiors for things like Grand Central & Lincoln Center.

Fallout 3 has the best DLC out of the above choices, followed by Oblivion. Bethesda just seem to have a knack for substantial and quality DLC. In that respect it's a shame that Fallout: New Vegas has been taken out of their hands.

I've been playing Fallout 3 these past couple of weeks, and really enjoyed the DLC. I've played through all of them except Broken Steel. I've also been playing through the Borderland's DLC (are my friends and I retarded in thinking there's no fast travel in the Secret Armory... ?)

I will get Shivering Isles soon(ish), and recently downloaded Ballad of Gay Tony, which I'll play eventually.

I made the mistake of buying the Stimulus map pack, even though I knew I hated Overgrown and was getting too frustrated/bored/disappointed with multiplayer.

Fallout 3 DLCs are cool, but TF2's are free updates. You can't beat that.

Every game listed that I have played had both good and bad DLC. Fallout Broken Steel good. Operation Anchorage not so much. DA:O Warden's Keep good. Awakenings good. RTO should have been on the disc and we shouldn't have had to wait for it (since it was all recycled)

each fallout 3 dlc was different in its own way, and you could tell that bethesda worked really hard. For the amount of time they had to create them they did an amazing job, and i thought every single one built onto the fallout experience.

Twice now I have started the Ballad of Gay Tony and given up out of boredom after two or three missions.

It may just be that GTA4 seems a little antiquated and clumsy in its play mechanics after playing too much Assasins Creed and Red Faction: Guerrilla, but I did not find it fun at all. The missions seemed badly designed, frustrating and boring.

Special mention for the hilarioulsy badly coded first beat up mission where you are gradually given the tutorial how to block and then fight as you are having your ass handed to you... that's if the NPC who walks you there doesn't randomly fall down the stairs and die, forcing a restart.

OT: Fallout 3 for sure (except Uttershit Zeta)

Those are all really good reasons but I would overlook them if the dlc was at a reasonable price.

The Fallout 3 dlc didn't work very well (in fact it made an incredibly glitchy game annoyingly glitchy and freeze prone) but I felt that each of the three I got was money well spent because you got a wide variety of new content for a decent price.

I got the feeling R* slapped together a new story (and I'm not sure why everyone raves about that either, it aint Pulp Fiction), threw in some things they couldn't finish in time for the main release, then said "hey, since this is exclusive, the 360 fanboys will pay anything for it." I mean, even if it did run smoothly and was built competently, $20 for mission packs is robbery.
