Timesplitters: Future Perfect, which is also the best multiplayer shooter imo.
This.

Short but awesome campaign with lots of variation.
Tons of humor and still managing to have a decent story.
Arcade and Challenge modes to expand the single player experience (from zombie beheading to monkey electrocution).
Multiplayer consisting of co-op, 1-4 player split-screen and an online multiplayer.
About 150 playable characters.
A map maker.
The option to make your own missions in that map maker.
About 13 different multiplayer modes.
40+ weapons ranging from old western revolvers to futuristic pulse shotguns (and guns with secondary fire, damn, I love secondary fire).
Very decent soundtrack courtesy of Graeme Norgate.
Interesting graphical style that made everything ever so slightly cartoonish and gave characters in the cut-scenes very rich expressions.

There's not a single shooter out there that can mimic this awesomeness.
All very true, except the soundtrack part... "very decent"? - "Epic" is the correct description ;)

I've never played an FPS i havn't liked. But I'd say my favourite is going to be one of the Halo games. I'm gonna go with ODST, just because someone at bungie clearly said "Sod the profit margins, let's treat the fans to something noone else will get."

If this is best as in most influential then I understand why the majority of the options are over a decade old.

But best as in favourite, and in no particular order (can't decide between them):

James Bond 007: Nightfire - The settings and gameplay of the levels were great and varied. The story was original and satisfying. The multiplayer was great, although there was only 1 stand-out map. I had Halo: CE too but between Nightfire and Timesplitters it sat rejectedly in a corner.

Timesplitters 2 - This needs no real explanation. I played Future Perfect too.

Shadowrun - An under appreciated gem that was a commercial failure and a frustration in the sense that while you played it you knew it could have been so much better. There was a long period of time when I played nothing else; only leaving it when a large enough party called me to Gears.

Modern Warfare 2 - No other game has kept me playing for so long. I can't deny it's a great game when I see the ~300 hours played.

BulletStorm should be considered, as it's killing in an art form.

I have to go with DOOM though. How is it possible to not like that game?

the battlefield series is probably my favourite, i like the team based aspect of it, as opposed to CODs k/d ratio based gameplay

glad to see all the half-life 2 love. I feel like it isn't appreciated nearly as much these days. All these kids wanna talk about are their Halos and Call of Dutys

UT99, that was the game that got me hook up into FPS more than 10 years ago and is still awesome to play.

HELL YEAH!

Awesome game!
Why no PC version?
Very shameful.
I was just about to say this, I've been looking for a new copy for about 5 months now since mine broke... That game was amazing!

The first Quake, no contest.
Yeah, in the vein of Metallica's The Black Album, they should have just called it "The Brown Game". Quake made Gears of War look like a rainbow exploded on your screen, for crying out loud. Plus, I never liked the weapons in that game.

Hell, here's an arbitrary rule: no FPS can be truly great unless it has at least one scoped weapon in it. Rule 2: games which let you add scopes to a variety of weapons (Rainbow Six, Crysis) get an automatic bonus.
So it can't be great if the graphics aren't extremely appealing? I agree that it's a brown blob of dirt, but the feeling in Quake 1 has yet to be toppled by any game.
Besides, since when was this thread not about opinions?

Scopes are the cancer that is killing the FPS genre for me. I can't stand Camper Strike or Modern Warfare because of all the sitting around with a scoped rifle. The only game I really liked that even contains a sniper rifle is the first Unreal Tournament, and trust me when I say it was NOT great because of the sniper rifle.

My personal favorite is Modern Warfare 1, but to be honest I haven't really played enough of the older games to make a very informed choice... I'm working on that.
Cod4 is still a fantastic game though.

Hands down Turok 2: Seeds of Evil. Easily my favorite game of all time and the only game I can think of with a heat-seeking burst-fire rocket launcher.
