Gave the nod to Fallout, but Borderlands is engaging and fun. The gameplay is much more fast paced and frantic than fallout, but the story falls a bit short. Get them both.
No, people say that Borderland's pc multiplayer doesn't work well, and the PC version of Fallout will last you about 30 times as long as the console version would.
For pure fun, Borderlands by a land slide. For story Fallout 3, I like my games to be generaly fun however, so i like borderlands more. Not insulting Fallout or anything...
If you like Diablo more than Oblivion, then go for Borderlands.
If you liked Oblivion more than Diablo, get Fallout 3.
Yes, I am aware Diablo and Oblivion are different kinds of RPG's. One is action orientated(Loootttieeezzz!) and the other one is quest and story orientated(Bla bla bla bla, fate of the world, bla bla bla bla).

To OT: I haven't played F3, but it seems quite different, anyway I'm just going to nod and agree here, Fallout 3 single player for PC, Borderlands for multiplayer console.
There's more essential play time designed into the game with Fallout 3, but that's because Borderlands is a multiplayer game. To be honest, I think you would get more out of Borderlands for the simple fact that you'll play it online and keep playing it with fresh players and friends. Fallout 3 was pretty much play it, beat it, forget about it...
I'm going to present you with two people, both of which you have the opportunity to go out with. I want you to think about the two different types of girls/guys, and click the spoiler below the one you would like to go out with:
The first is someone who you've known since you were a kid. They aren't the better looking one of the two, but they aren't bad looking by a long shot. You feel comfortable around them and they always get along with you, even if they zone out or get a little confused once in a while. They're calm and considerate, and you can be yourself around them.

The other is someone new. Even now, you can already tell that they're all about fun. They're quite the looker, and it's not hard to see that they try hard to look how they do. They can make you laugh and the two of you always do something exciting when you hang out. They're spontaneous and cheery, but you sometimes feel like you can't be the real you around them.
Fallout 3 was really fun for me, particularly in the early stages of the game because there's are bigger sense of being alone and it focuses more on the survivors scattered everywhere.
They are too different to say that one is "better" than the other. But, having played both games, I can say that I had more fun with Borderlands. The combat mechanics are much more smooth.
