Bowser would fire a backwards fireball and light the Tank on fire and then he just needs to survive for a minute or two until the Tank dies. Bowser's weakness seem to be bombs, lava, and a glassjaw but his odd ability to occasional survive deathblows 3 times before giving up would give him the edge by allowing him to stall until the Tank burns.
