I think the game devellopers simply go too far. They think "Hmm... We want to make a girl that isn't a sissy, wimp, or any other synonym... Shit... She's a *****... We went too far didn't we? OH WELL! PUBLISH!"
The sad part is that when you see a female in a game that isn't the main character, they usuaslly have the right attitude down (Mrs. McFarlene in Red Dead Redemption. As the first REAL heroine in gaming, she's evolved into somewhat of a sex symbol at times (mostly Zero Suit). But it's usually tasteful. I only hope the horndogs at Team Ninja treat her right in "Other M". Oh wait...they made Dead or Alive and Ninja Gaiden didn't they? FUCK.
It's worth noting, however, that Samus was originally made female to shock the player. Her reveal at the end of the original Metroid was a big "OMG" simply because it likely never crossed the player's mind that the hero in the suit might be a girl.
It's also worth noting that a big reason that women are portrayed as waiting for men to save the day in games is....wait for it....that's how a lot of women actually act. Well, wait, let me clarify - in American culture, particularly Southern culture, women are frequently taught that men have to do all the physical stuff. Women cook, clean, and raise children, men fix the cars, take care of the property and, by extension, fight off zombies and monsters. Stupid? Sure. But that doesn't mean that many women in the United States wouldn't just shrink into the corner, scream, and hope for rescue instead of actually trying to do something.
Also for clarification, the female Gears in Gears of War 3 look an act like soldiers, not lingerie models with guns. And I don't mean they act like men with breasts, I mean they act like soldiers, while still clearly being women. It's wonderful.

On that note most people who play games are teenage boys so to all of the women who complain about scantily clad women in games I would like to pass on a resounding message of "get the hell over it" or "buy up more of the market and replace it"
It's just that action/platforming games like tomb raider, or shooters (third- and first-person) are more likely to appeal to a male audience. While I have heard of "hardcore" female players, I have yet to meet one (I also have no social life, not even in games, as you might notice), and nonetheless the ratio is pretty obvious. So, yeah, sex sells, and what's with a bit of eye-candy?
So what, we have lara croft, samus, female shepard (and other bioware RPGs for that matter) etc., all of them pretty much solid characters that go up to par with male equivalents from other games (lara croft <-> nathan drake etc.)

For it to actually go under and outline the shape of her breast that sharply, it would either need to be completely stiff and digging into her, or be vacuum-suctioned onto her body, which would... Gears of War is the only game i have seen where u can play As a girl and kill things as a girl. COD doesn't even have girls in it at all i think in theres 1 girl NPC as the pilot and thats all i can think of [im not counting the civvies in No Russian]

Yea, of course they are. Just like they are everywhere else. Im not saying it's right to do so but it's what happens everywhere. Now personally it doesn't appeal to me to have a female 'sex symbol' in a game. Partly 'cos I play most of my games with my girlfriend, but that aside I still don't see the appeal of having a girl half naked if she isn't a real person. So yea, i'd much prefer a deep female character, preferably one who can kick ass and not do it in such a 'raunchy' way (like you said in bayonetta)
Get more female gamers, and the demographic for RPGs and Shooters will be male and female, and not just male.
I'm a guy, and relate more to male characters. Like in GTA, Assassins Creed and countless other games where you're a male. If there where more female gamers, perhaps the industry would change its ways.

Just for a moment, I want you to sit back and stop looking at things from your narrow perspective and try something different. Let's take a look at games, movies, music, and advertising aimed towards women.
In movies, and god I've seen a lot of them recently, chick flicks(Otherwise known as the formula romantic comedy) feature a woman that female audiences are supposed to identify with, and a male protagonist that is supposed to represent everything they want. He's fit, smart, funny, and above all, no matter what she does to him, he's supposed to come running back, which of course he does. Formula for these movies is they have fun, they have a falling out, and either he comes back to her, or she comes back to him and expects him to forgive all. That's just in movies.
Games geared towards women are the same way. Yes, your women can do everything a man can do, but lets look at the men in these games. They're all about seven feet tall and weigh as much as a grizzly bear. They're chiseled adonis' of masculinity, and why is that? Because women want someone attracctive, and no one wants to look at a nerdy little, 95 pound bookworm with glasses so think their eyes have disappeared from sight. And why is that? I happen to be one of those nerdy people, are you saying that I can't content as well as anyone else? I'd bet you I could, but in womens games, men are just objectified as eye candy.
But that's all examples of men. As far as women as sex symbols, let's turn to advertising. Products geared towards women are all advertisied by women as well. The auditions for these products only take the most beautiful women they can find. And that's because women will pay attention to other good looking women. If Pantene was sold by a 50 year old monther of four who lived in the suberbs of Paris, Texas, the company would go under tomorrow. Women are the ones that seem to spend a great deal of time arguing that they're exploited as these great sex symbols, and yet at the same time, sex symbols are exactly what they make themselves out to be and try to be.
NOW, in rebuttal for all those people that are going to attack me for being sexist, I want to say that I'm all for feminism, and I'm all for equal rights. But the battle is over, and so is the war. Women have all the same legal rights as men, and women have all the same social rights as well, including a few others. Men don't get maternity leave. Sure, some places are starting to come around, but for the most part, while mom is at home with baby, or god forbid, in one of those hospital suites racking up about $400 a day, Dad is at work already paying bills. Women need to take themselves out of the fighting mode and go back to just being people. The equal rights have been won, but what people are after now is special rights, retribution for all the time they didn't have it, and whether you think that women deserve some kind of reparation similar to that sought by the black community once upon a time, that doesn't make it right.
That's all I have to say for now. So in the words of the human torch, flame on.
There are some games where the women are respectable teammates (hl2 comes to mind) but in most games, they are usually just boobs on an upside-down mop.

Yes, they are because the stereotype and overall consensus is that videogames are played by males and as result, in order to facilitate more sales females are sexualised in games.
Yeah, but this is nothing new. Society has been feeding everyone their image of an ideal person, whether male or female, since the beginning of mankind I'd imagine.
It just so happens that the videogame industry tends to think that their audiences are mostly teenage males. You can guess what happens from there.
