I didn't think americans even used the word at all, figured it was one of our lovely english words that confuse the international audience in our few tv shows to jump the pond. but in england at least, it rhymes with hat. say it any other way and people will certainly think you mean something completely different

I've heard it pronounced both ways, and it use it both ways.

When I usually hear it said and it rhymes with "hot," the word is used as a slang for female genitalia. (EDIT: I'm from the southern United States, and to my understanding, this is a predominantly southern slang.)

On the other hand, it rhymes with "hat" if I'm talking about a stupid person. For me, if it rhymes with "hat," it's more or less a synonym for "twit."

Well exactly how it's spelled. TWAT as in Hat. Not twot like some people are saying. Never heard anyone ever pronounce it twot.

You are quite correct, in English each letter has a 'hard' and 'soft' pronunciation. But neither pronunciation of 'a' sounds like either pronunciation of 'o', so I shall continue to be as smarmy as I like! :)
