Rock, its a basic strategy. Most people play scissors first, all fingers extended is too much effort, and no fingers is too little, therefore they play scissors. Go with rock first and you'll win most of the time.

I remember my friend passed around a survey last year; all he did was write "Heads or Tails?" in big letters at the top, and make two columns. Heads got about 75% of the votes.

Anyway, I find that most people go rock first, because rock can easily change into either of the other two options; you can branch off into scissors or paper without the other guy noticing if you're quick enough.
