PC maybe, but Microsoft does need as much as they can offer in the way of "true" Xbox 360 exclusives. Good business sense would suggest that
Halo 3 and onward not be ported to the PC. Likewise, porting
Halo games to the PS3 would be detrimental to the marketability for the Xbox 360 console. Essentially that would remove a selling point from the 360 and add a selling point to it's direct competitor the PS3.
Microsoft may at this point seem better off if they did port
Halo to other platforms if one considered only the revenue sales of
Halo games. However, by porting the games Microsoft is essentially abandoning profit that would be made on the sale of 360 software and accessories if the console was a more attractive product to consumers (both for initial purchase and continued use).
I'm going to say no as I've been looking at this issue from a Microsoft Games Studios' business strategy standpoint, which is the only logical approach.
