Allegedly. The riots started because of doubt concerning the officers story, and because a witness claimed that the man who got shot was pinned to the ground at the time. The bullet that shattered a police radio, supposedly fired by the suspect, was police issue and all. Not saying I believe either story over the other, but just thought i'd explain the situation. First of all, a gun only kills based on the user. The problem is they're easy to use (Quoth Futurama, "Simple point and click interface"). People shouldn't be kept in line with the threat of violence, they should want to stay in line in the first place.
