These stories are typically post-rebellion. The Empire Developed a Forced Indoctrination Technique that allowed them to force people into the Stormtrooper ranks. Storm Troopers only had one unit that was pure Jango after the events of Episode Three, the 501st.

After the fact, Troopers so powerful would only be a threat to the the last known force sensitives (Vader and Sidius respectively). Another reason for the quality drop, and the new clones.
