Jotaro Kujo (AKA JoJo) from the third story-arc of "JoJo's Bizarre Adventure". He's pretty much the epitome of badassery in ever respect.
The Mighty Kamina is who I believe is the all-time best. But for a current quick pick, Siegfried the Immortal Composer from Kenichi the Mightiest Disciple is pretty sick.
Lina, Gourry, Zelgadis and Amelia from the slayers! also Aang and group from the last airbender (it counts dammit!)
All I know is the answer is definitely not Shinji Ikari. There aren't many less cool anime characters in the history of anime, which is an achievement when you are given a
