In order to keep variables from affecting choices, should stick to the same game, world, or universe.
So assuming that it with either choice it would be the same dragon.
D&D is the only game or world I can think of where the possibility of both riding a dragon or transforming into one exists.
Ok if you choose transform, you can change to and back at will, though I would recommend against say doing it in a crowded elevator, or where there would not be enough space. You have perfect control over your dragon body. basically when you change it is your mind in a dragon body, with all the dragon's abilities.

If you choose rider, the dragon at least likes you enough to not eat you. It will work to form a partnership and a strong bond with you, and at least try to show respect for and consider your opinions and thoughts. though if talking about the intelligent dragons, still expect to lose most arguments with it.

Divinity 2: Ego Draconis let you become a dragon, which is something I have never seen in any other game. to think of it, have any games had dragons in any way involved on the protaganist's side? The Eragon books were about a dragonrider. Can anyone think of any other games, books, movies stories etc. where the hero either rides a dragon or has the ability to become one?

Well, that is the only logical answer.

Technically speaking, WoW has two spells/items now that let players transform into drake mounts, and there are various other drake mounts in the game. But yeah, I liked transforming into a dragon in Divinity II, it was one of the more unique things about the game.

I'd rather be a dragon rider. Dragons are amazing beasts but they're fucking huge and I enjoy the finesse and art of human on human combat more than two giant freaking animals duking it out.

Dragonrider would be my choice.
I don't know, usually people are just looking to kill the poor bastards so I'd rather juts tame one.

I would transform into a dragon of course. Then I could give rides to people who want to be dragon riders. It will be great fun for all involved.....until I eat then once we are in the sky, then it will be fun for me alone.

If I ride a dragon, I'm still vulnerable. If I transform into a dragon, I'm protected by scales, inexplicable resistance to heat, and/or plot armor.

Seriously, a dragon rider is the weak point to be hit for massive damage. All the damage, actually.

I was about to say transform at first, but then I realized that that's going to really be a detriment on my already spotty sex life. Riding one sounds pretty legit.

Assuming you can change back I'd SO turn into one. Keep it in your back pocket for special circumstances.

I start my own cult and have the cultists operate a themepark with dragon rides as the main attraction and if anyone starts tries to sue me for any reason, I'll eat them because I'm a fucking dragon and can do whatever I want.

As the D&D dragons are the incredibly ancient/intelligent sort of dragon, who can also shapeshift into whatever they want, I am totally going with the "Ride a dragon" option, because that would mean the dragon respects you enough to let you ride him/her, and that would just be awesome.
