because a teacher is in a position of power and thus there is no balance, the chance of it going wrong is simply to big to allow it.

Laying aside the whole issue of age of consent (which would make the first option a crime in the UK anyway) those two statements seem to be logically the same.

It creates a bias. That would seem to be the main issue, now if the teacher in question is not an instructor to the specific student, then whatever.

Its professionally inappropiate. Also a teen could see a teacher as a great partner due to the fact they know ''all the answers''. It needs to remain appart at least till they graduate.
