It's worth noting that when Life Magazine tried to get the two people to come forward, three women claimed to be the nurse and eleven claimed to be the sailor.

So basically this sailor grabbed a random woman and kissed her against her will, a sexual assault. The sailor committed a crime and should have been arrested.
