As someone who lives in an unreasonably hot climate I have to say being too cold is better.

Where I live it gets really hot and really humid. (100+ degrees F.) The problem is that as it gets colder you can continually change they type and amount of clothing you wear. When it get hotter, there are limits to the changes and amount of clothing you can remove. (And when it's a humid climate then sweating no longer fully functions to keep you cooler). You first run into a social limitation of the minimum amount of clothing. Then you hit a physical limitation on the amount of clothing. On the worst days of summer where I live I've wanted to remove my skin it was so hot. I clearly could not do this. On a cold day wear several layers of thermal and water/wind-proof clothing and you can more or less function normally.

Too cold. You can always add more layers or at least a thicker jacket. Too hot? You can only undress so far before the authorities show up.

You can always put more cloths on but only take so many off before it's indecent exposure.

In my case though I can wear a coat in the summer (in the southern half of the US) whenever I please outdoors and only be mildly uncomfortable or wear a t-shirt and shorts in the snow further north so it doesn't really matter to me

I'd rather it be too hot. 100 degree days are easier to handle in my city than 0 degree days.

Holy crap, really? Too cold? I thought I was the minority here, but AWESOME!

I live in Kansas in the USA... Most of everyone here would rather be mowing lawns in 100 degree heat than shoveling snow in 0 degree heat. I think they're all raving lunatics.

Cold is easier to control... If you go from a really hot environment to a really cold one, it still takes you a while to get used to the temperature change. But to go from a frigid environment to a toasty one is sooooo gooooooooood. Plus, it's easier to distribute heat. On a hot summer's day with the A/C in your car blowing, does the cool air fill the entire thing? No... You only feel that small breeze cutting through the air. On a cold winter's day with the heat blowing, does the hot air fill the whole thing? Yeah. And it feels GREAT.

IDK. I prefer to be in control of hot weather, but I still enjoy a nice, cold, winter day.

You can't always take clothes off if it's too hot, you'll run out of clothes fairly fast, plus if it's too hot, taking off clothes isn't going to do much anyway.
Exactly, that is why i am not EXACTLY an fan of summer. I like Spring more. ^.^

To counter hot you can go get wet by standing under a hose or something, but to counter cold you need to wear warmer clothes, which is certainly more civilised.

I'm mostly voting that too cold is better because I'm somewhere way too hot right now, and I'm missing the cold.

I have a fairly high tolerance of both, but went with too hot. Why? Let me put it this way: have you ever gotten out of breath and breathed a lungfull of -28 celcius air?

Also, seeing as I've spent very cold winters attending lectures in a room with next to no heating I can tell you writing notes and sitting still for hours gets difficult with any amount of layers.

how so? what can you do except put a fan on? If its too cold you can put heaters on, get into a sleeping bag or put on more clothes. besides I like the cold. thats my answer
Swimming pool, garden hose, sprinkler, Super Soaker, cold drinks, all good for cooling down.
And besides, given a choice, I'd rather sit around sweating than sit around shivering.
