Well since you said you are looking for anime with fanservice, I do have a couple of recommendations.

-Sekirei: a "tournament-style" action-comedy harem series that is somewhat like Pokemon with rampant nudity (but it does has it's serious moments)

-Cat Planet Cuties (aka: Asobi ni Ikuyo): a romantic-comedy with cat-girls, dog-girls, and human girls. It more focus on the romance and character development, but has a good amount fanservice.

-Mahoromatic: A combat android maid who battles alien robots. There is a romance in this series, and its fanservice?while frequent?is more focused on being comedic than sexy. It can get fairly serious at times.

-Dusk Maiden of Amnesia: A (light) horror/comedy/harem series about a ghost who is trying to recover her lost memories. While serious at times, the show can fairly goofy and most of the fanservice adds to the character development. Unlike the other titles above, Dusk Maiden doesn't have any exposed nipples.

While I don't read a lot of manga, there is Soul Eater Not! that has some fanservice in it.

I'm surprised so many of the suggestions so far have been classics. Also, completely contrary to the OP's criteria. Seriously, Attack on Titan? Akira?

Here are a few series that are a bit more contemporary and relevant:

Bakemonogatari (2009), Nisemonogatari (2012), Nekomogatari (2013) - Supernatural slice-of-life type. The fanservice is very good, but in general the series is too clever to be called "a fanservice show". Extremely funny, worthy watching for reasons way beyond the "funny fanservice" criteria. Contains a toothbrushing scene that may be too intense for younger viewers.

Boku wa Tomodachi ga Sukunai (2011), "Haganai" for short, English "I Don't Have Many Friends") - Love comedy about a high school club for jerks. The manga is funnier, but the anime is boobier. I am just now noticing that both of these recommendations feature extremely cruel girls with long dark hair.

These err a bit on the side of comedy over fanservice because of my own taste, but you'll probably find them enjoyable. If not, the previously mentioned To-Love-Ru and High School DxD may be closer to what you're after (I haven't watched them personally, but you can sorta tell just by looking).

Girls Bravo has fanservice and it is pretty damn funny in the so bad its good territory. The dub has more jokes and innuendos than the original.

Watch Ghost Stories cuz it is hilarious and is a professionally done parody work

I haven't watched Bakemonogatari because I want to read the light novels it's based on first. I'm a huge fan of the writer, NISIOISIN.

I'm a huge fan of the Haganai manga, and I bought the third volume pretty recently.

And concerning Akira and Attack on TItan, I've read both of them already (though I'm not up-to-date with the Attack on Titan manga).

Since you're a fan of NisiOisin, you might like Medaka Box, although that title doesn't get truly interesting until the second season titled "Medaka Box Abnormal."

I heard Cutie Honey's meant to be good. Something about some high school girl who transforms into a superhero to fight bad guys and often loses her clothing in the process. It's shounen, rather than magical girl...or maybe that's just the manga, rather than the anime? I don't know. I haven't actually seen it, but it's on my to-watch list.

Sora No Otoshimono - Either the Anime or manga both are pretty good.

The story is about a boy who gets involved with angel like creatures of whom he becomes the master of one (Others do show up and create a harem scenario including the obligatory childhood friend). Of course that invloves them having certain supernatural abilities which allow the protagonist to act on his most perverted ideas and schemes. There is a larger story at work but it´s mostly about the humor and fan service.

I always only have one name to drop in topics like this:

The manga Beelzebub. Super funny, with lots of 4th wall humor, and all the characters are total badasses. If you're familiar with Bleach, think what would happen if ya put about 10 Kenpachis together in a school. Add some girls, demons, and a wimpy comedic character or two, and you have Beelzebub.

Cannot recommend it enough.

I do implore you to watch the anime anyway. It's done by Studio Shaft and directed by Akiyuki Shinbou, the directing madman. This means lots of visual methaphors and symbolism (and fanservice. I keep telling myself it's tasteful tongue-in-cheek fanservice, but at the end of the day I'm still looking at girls in suggestive poses). Combine that with Nisioisin's writing and you've got an impeccable result. Seriously, you're missing out on a gem here.

If anything, start with reading Kizumonogatari, the first novel chronologically since it hasn't been animated yet.

Not my genre really, but I think you'd go pretty well with Rosario Vampire(Manga or anime), High School of The Dead is pretty good, so long as you don't take it too seriously. Sekirei and Highschool DxD are both great. You could try kenichi as well, but I think it's got more action and less comedy/fan service than you're looking for.

Edit: I highly recommend Infinite Stratos anime as well, I think that's gonna fit you pretty well.

As I have only read manga for the last couple of years, I can only recommend manga. Mostly completely published/translated manga.

Ai-Ren. Top of the list must-read masterpiece. Not obnoxious fanservice, great story and charcters. Powerful stuff.

Sundome. If it fits your kind of taste in fanservice. But it's dirty. Not in drawing but in the theme. And you should have something sweet to read after it. Powerful stuff.

Ai Yori Aoshi. Nice, sweet, fanservicy if I remember it right.
Umi No Misaki(Ongoing). Very nice, sweet and fanservicy.

Umisho. Fancervice.

Gantz. It definitely has fanservice.

Nana to Kaoru(Ongoing). It kind of oversteps fanservice. And it's good. So very good. If it's your kind of thing.

Golden Boy manga is infinitely better than six episodes of anime. It is much more deep, longer and weirder.

Dragon half manga is much longer.

Oh, oh, I've got a good one for you. It's fairly new, fairly funny, and fairly ecchi-fied.

It's called Monster Musume no Iru Nichijou (or Daily Life with a Monster Girl). Long story short, it's like Tenchi Muyo, except with monster girls instead of alien girls. Also, there's quite a bit more fanservice. Fairly tasteful, though. No sex, exposed breasts only.

And that's just the first girl in the manga. This guy gets a veritable monster mash harem. Really recommend you check it out.
