I don't know if the same demands will be all over the place, but I do know that Civ V isn't supposed to have that sort of immediate response thing happening. Instead, alerts will show up in a queue that you'll have to resolve to end your turn. That's a good question, iamjonah. Civ and Civ 2 fell under the same problems that you describe for Civ 3 and Civ 4, I believe. At least in my games, spearmen beat tanks (or swordsmen beat helicopters) a lot more in the earlier games than in Civ 3 or 4.
