I wouldn't say that. While I haven't played the evil path of New Vegas yet so I can't comment, I found the evil path of Fallout 1&2 to be less that great at being evil, it was pretty apparent to me that the developers favored being Good. Why? It's because being evil has very few benefits, even with planning it out, and it cripples you in most cases to be evil. Everybody despises you, you can't take any sidequests that are good, which is most of them, and in Fallout 2 especially very few companions (which in that game are actually useful) can join you and most will leave you if you go evil.
Just to point out a few possibilities:
- Kill (almost) anyone for their loot. (All)
- Kill children (with attacks to the eyes or groin). (FO1/FO2)
- Sell out your people to the mutants and get a long cinematic "enemies win" ending (FO1)
- Sell your party members into slavery (FO2)
- Sell your wife or husband into slavery (FO2)
- Kill a party member in a live vivisection to put their brain in a Robobrain (FO2)
- Cannibalize people (FNV)
- Kill Dr. Mitchell who saved your life and help the Powder Gangers oppress Goodsprings. (FNV)
- Work for Decker, Gizmo and other bad guys (FO1)
- Work for any of the crime families in New Reno, doing hits, framing people, assisting human-testing drug farms, drug running, etc (FO2)
- Betray, fuck over and conspire against countless people and factions (All)
- Ask your party members to hold activated timed explosives (FO1/FO2)
- Become a drug addicted, child killing porn star (FO2)
Yes there are some penalties but also a lot of rewards for being a total bastard. The options exist quite viably: it's not like trying to play a bad guy in Red Dead Redemption.
