New Vegas, period. There is nothing stopping you from slaughtering every man, woman or beast in the ENTIRE game with a variety of entertaining weapons. (Disclaimer: Kids and Yes Man are excluded from the above, and Yes Man only so you can complete the damn game)

And please, do not say that you can be evil in games like Dragon age or fable. In those games you can only be a dick at most. I mean Boohoo, you won't help someone with a quest and therefore someone dies, you are being an egoistic a-hole at that moment you are not evil. If you could be truly evil in dragon then you should have options like :

give finger to everyone and join the freaking blight. Now that would be evil. Or as a mage character you could summon demons to posses your party. Now that is being a bad guy.

So if someone has any titles or any upcoming titles where you can be TRULY evil please tell me.
Dragon Age DLC where you are a darkspawn and kill the surviving gray wardens. It's called darkspawn chronicles.

or the classic, GTA.

those are the 2 that come to mind.

In all honesty, I think God of War 2 & 3 deserves quite a mention. After simply being a brutal psychotic out for revenge in GoW 1, Kratos turns to the point where he slaughters cities and kills pretty much everything in the greek pantheon, for the sake of... uhm. I'm not quite sure. He seems to be mad because Zeus stabbed him in game 2, something Zeus did for quite obvious reasons (and he survived it anyways), and then he sulks his way through everything and pretty much destroys the entire world in the pettiest quest I can ever remember having played through.

I wouldn't say that. While I haven't played the evil path of New Vegas yet so I can't comment, I found the evil path of Fallout 1&2 to be less that great at being evil, it was pretty apparent to me that the developers favored being Good. Why? It's because being evil has very few benefits, even with planning it out, and it cripples you in most cases to be evil. Everybody despises you, you can't take any sidequests that are good, which is most of them, and in Fallout 2 especially very few companions (which in that game are actually useful) can join you and most will leave you if you go evil.
Just to point out a few possibilities:
- Kill (almost) anyone for their loot. (All)
- Kill children (with attacks to the eyes or groin). (FO1/FO2)
- Sell out your people to the mutants and get a long cinematic "enemies win" ending (FO1)
- Sell your party members into slavery (FO2)
- Sell your wife or husband into slavery (FO2)
- Kill a party member in a live vivisection to put their brain in a Robobrain (FO2)
- Cannibalize people (FNV)
- Kill Dr. Mitchell who saved your life and help the Powder Gangers oppress Goodsprings. (FNV)
- Work for Decker, Gizmo and other bad guys (FO1)
- Work for any of the crime families in New Reno, doing hits, framing people, assisting human-testing drug farms, drug running, etc (FO2)
- Betray, fuck over and conspire against countless people and factions (All)
- Ask your party members to hold activated timed explosives (FO1/FO2)
- Become a drug addicted, child killing porn star (FO2)

Yes there are some penalties but also a lot of rewards for being a total bastard. The options exist quite viably: it's not like trying to play a bad guy in Red Dead Redemption.

There's a difference between being the hero to save the world, and saving the world so that YOU can be the evil overlord without any competition.
Yeah sure, but by then the game is over, it ends with you saving the day.

Have you ever played Neverwinter Nights 2?

The original game comes off as a bit contrived for evil characters, but the expansion, mask of the betrayer, does the 'evil' pathways beautifully. The story and endings make sense for evil characters, and by the end of it the gods themselves are absolutely terrified of the PC.

Well, you could try Evil Genius. You get to take over the world with hilarious mission. Like injecting Pamplona bulls with steroids.
Or well, having your minions do it.

Also, if you like MMOs, you could try EVE online.
You get to be as much of an asshole to real people as you want and you can scam them as much as you want.
Or you could be an honest miner...

Unless I'm mistaken, there are plenty of games like that. I think one of the main selling points of Lord of the Rings: Conquest [http://www.gametrailers.com/game/lord-of-the-rings-conquest/6742] was a "what if" campaign where you played as the forces of Sauron. Granted, the game wasn't too well received but if being evil is what matters, it might be worth checking out (if you can find it). I'm also fairly sure there's an evil campaign on Lord of the Rings: Battle for Middle Earth II [http://www.gametrailers.com/game/lord-of-the-rings-battle/2078], I'm absolutely certain there is one in the expansion, since it's pretty much built around the idea. Unfortunately, I know from looking for it that it's pretty hard to get a hold of these days, unless you resort to piracy :(

Aside from that, I would say give InFamous a try. It still has that "you can be evil but you still have to stay on the main quest" angle that you seem to dislike, but It's still very much about choosing to be good or bad, rather than offering moral choices.

Mass Effect in ME1 your Renegade actions are just being a douche in ME3 you are a straight up serial killer

any Bethesda game.

FO1/2 you can kill kids in it without mods.

Granted, it certainly won't benefit you much, but you can kill pretty much everyone and then engulf the world in darkness.

Not that I want to detract from your goal here, but I've done it. Still worth doing (great game), but I will suggest not just slaughtering entire towns. If you kill certain people before they give up certain information, you will lose the game. So save often, and insure you get what you need from them before ornamenting their heads on your wall. >;)
