Given that I have no idea about the ages of the people in question - If they were over the age of consent then go ahead and yell at them for being skanks and tell them not to do it again (I don't care what consenting adults get up to but folks, a little class, not in public).

If they are under the age of consent, cops. Sorry. But cops. Where I am from we have something called "in loco parentis" which is lawyer-ese for "in the place of the parents" which means that the school has a legal responsibility for the students while they are in their care (on school grounds during the school day). Specific knowledge of a sexual assault - if the girls were under age - probably leads to legal obligation to take some sort of action. I can't be bothered to look it up but I imagine that it is same/similar in the US.

And yeah, for some of the smart arse comments here - minors cannot consent. Don't fucking cry about it if you get caught and stomped on by the law.
