What noise - exactly - do night vision goggles make?

Ever played Splinter Cell? Know that high pitched whine when you turn the goggles on?

They don't make that noise at all, well, I've used military-grade night vision goggles and they're silent. I always found that noise to be annoying in games anyway as there's no need for all the goggles to make that slight whirring sound.

Oh, I know they don't really make that noise, it's just a noise I've come to associate with NVGs.

Why do I have the strong suspicion that the NVGs in Splinter Cell are part of his outfit and thus have to be cycled into view? So THAT would be the noise they make (it is nearly impossible to make cycling gears silent) and the NVGs themselves would be silent. Huh? Huh? Did I get it? Huh? *jumps up and down with puppy dog eyes*
