Biotic powers end up being the only thing keeping you alive and then just barely. You start to worry about conserving ammo, planning out a means of using the series of cover spots in the room, avoiding being flanked by an enemy with a shotgun or, God forbid, a motherfucking krogan! Then you had to also take into account how important your teammates are. If you brought along Tali for AI Hacking and there's a Geth Prime charging you, but you're all out of medi-gel and she's laying dead on the ground next to you, you're boned.
Mass Effect's action sequences were extremely intense, and much more so than an FPS where your important teammates are invincible, or in RDR (another TPS) where you can automatically target enemies with cowboy magic. It made for even more intensity in the final mission. When the collectors come, they come, and you may not have all of your loyalty missions complete yet. If you don't chances are high someone will die and you can't do a thing about it. Every bullet in every cutscene is an intense concern because you know just how difficult combat can be and how many times you had to reload a save... But npcs don't get that luxury in the suicide mission. For instance, in my playthrough, Jack died during the final battle. She wasn't in my party and just died in normal combat. It leaves you with a pang of, "What if I had her join my party to fight the final boss? Would I have been able to keep her alive?" That pang dies shortly though because Jack is a terrible character and your team is better off without her, but what if it had been Garrus?!
Anyway, you are entitled to your opinion, but to say ME2's combat pales in comparison to Gears of War is just having a retarded opinion.
