Halo 2-3-ODST on Mythic Difficulty.
-Black eye Skull: requires you to melee enemies to get your shield back.
-Mythic Skull: Enemies health and shields double.
-Thunderstorm: Increases all enemies to the highest rank.
-Catch: Enemies Spam Grenades CoD style times 2.
-Tilt: Enemies resistance/weakness increases.
-Fog: Removes motion tracker.
-Blind: Removes your HUD.
-Famine: Eneimes Drop less ammo for their weapons.
-Iron: No checkpoints in single player. In CoOp one death = revert to checkpoint.
(Not a full list. Some skulls exclusive to Halo 3)

Killzone 2 on Veteran

Doom on Nightmare

Operation Flashpoint I would put it on the list, but I played user created levels way harder than the single player. So your milage may vary.

Rainbow 6 Vegas 2 on Realistic setting. It's a one shot kill kinda thing anyway.
That was really easy, the AI is either shit or cheating so i wouldnt count it. Just use cover.

Halo ODST firefight (grunts w/ grenades) and star wars battlefront 2 online on elite difficulty with auto-aim and targeting off.
I agree with ODST being hard, but star wars battlefront2 was incredibly easy even without auto aim for the most part unless you happened to run into some guy on line who was just insane.

My vote definitally goes to Operation Flashpoint. It took me years to beat that game.
Plus may I add the tiny detail that battlefront 2 was a third person shooter, and a brilliant one at that, never really found it hard either
Another Tiny Detail: SW:B2 Had an First Person Option in the options menu.

Also I would like to add L4D on the hardest difficulty. Though the difficulty depends on the people you play with. So maybe with just the AI.

Halo 2 and 3 on mythic difficulty were harder than Halo 1 on Legendary.
Isn't Mythic just Legendary with every skull turned on?
Technically 'Mythic' is Bungie's hidden difficulty. I'm told you're not actually supposed to turn every skull on to get it, only the ones that make the game harder, like combining Grunt Birthday Party and the bigger explosions one makes headshottinggrunts dangerous, despite how often you'll want to do it on Legndary.

But this is just me being a dick, so yes, Mythic is basically Legendary with all the skulls on.

I dunno, played a lot of them. CoD4 on Vet was pretty much controller-breaking difficult.
The problem in that sentence is the word "controller"...

Oh, and "console "gamer""...
Consider this though - wouldn't a PC gamer find it even harder using a controller?

Stop a flame war. Don't endorse PC eletism, kids.

You can't just say "On this difficulty" and say that's difficult. Otherwise I could just create the world's hardest game by taking something easy, like... Fallout 3 and make "Stupid" difficulty. You die. Reload. You die. Repeat.

Look for genuinely difficult games, not just difficult difficulties.

Well, I guess I was right. None of you guys played Timesplitters.

Even on the easiest difficulty, it was fairly hard. You just went through the entire level, clearing every room of machine gun wielding maniacs, and now yo have to go back, while avoiding randomly spawning monsters with guns. It is hell.

Really? I did it on Veteran pretty easily, just kept moving and shooting for the most part.

My hardest FPS have to be Uncharted 1 and 2 on Crushing and all the ones you've already said.

COD2 and 4 were quite hard on their Hardest difficulty too.
But Uncharted are third person? Anyway, uncharted 1 wasn't that hard on crushing... only some bits were. Like that bit where you jump down into the watery place and get ambushed by heaps of people and only have a crumbly pile of rocks to hide behind. That took me a fair while but it was smooth sailing after then.

Any CoD game does that on veteran, but WaW is ridiculous with it. BTW your post made me laugh.

The original Timesplitters.

Even on easy, it's quite a challenge. In fact the only reason I played through easy mode was due to the fact that I couldn't get past the second level on Normal... it gets that hard...

I think its just me but I found parts of Resistance: Fall of Man very challenging, even on normal mode.

But then again I'm not used to the PS3 controller. The aiming felt very loose and twitchy compared to the more rigid 360 sticks.

open to any other suggestions.
please don't put Quake 3 or Unreal Tournament
But Unreal Tournament's SINGLE PLAYER CAMPAIGN on Godlike is the most difficult single-player experience I've ever had. Especially the 1v1 with Xan.

And Quake (well, Warsow, actually,) has one of the highest skill-caps and difficult-to-learn movement systems to play at a competitive level.

Gears of War 2 - is hard as hell because if you pop your head up for more than 2 seconds you're dead. There's a chapter in Act 5 where you get every class of enemy against you including a turret pinning you down with only one box of ammo.

Call of Duty: World at War - wasn't hard as much frustrating because of the crap checkpoint placement and the infinite enemy respawns. The only levels that I gave up on were the last Russian ones due to the fact that I had no smoke grenades.

Halo 3 on legendary was alot more irritating compared to the previous games. Even though Floodgate was piss easy, Cortana was dead hard. I think I got through Halo 1 easilier than Halo 2 due to having better weapons.

Rainbow Six was just so stupid with the idea that enemies could still aim at my head from that far away when I jsut peered out of cover and used a smoke grenade. Also I couldn't aim at them because they were in cover but could still shoot me.

Bioshock was pretty difficult to play on hard but in all fairness it was because I didn't save often and when I had a decent amount of health. I failed my second play through just because I got to a point where I had next to no health.

The Darkness can get really annoying to play especially how even though the enemies stick together they don't need to because they all have mini-SMG spray weapons or they come back if you don't shoot them in the head to life in the otherworld.

Also Gears of War 2 isn't an FPS!

this is for some of the dumb people who dont quite understand this but FPS means First Person Shooter. games like Gears of War are not fps. they are 3rd person over the shoulder

I'd have to say:
Original Rainbow Six (where you had to plan everything out)
Operation Flashpoint 2
Black on highest dificulty level

operation flashpoint 2 on the hardest difficulty..

you will get sniped my the enemy AI, one shot one kill, and u wont know where it came from.
The original Operation Flashpoint is WAY harder. Dragon Rising is very watered down compared to the original.

ArmA II is also EXCESSIVELY hard on the hardest difficulty setting. You need to know how to read a map (using landmarks as references) to get to your objectives, there is no aiming reticle, the AI get quite a bit smarter (although they still can't drive worth crap), and you are more likely to die outright from a single bullet - not that you don't die in one hit on the lower difficulties.
