Weird Fishes/Arpeggi by Radiohead.
"Let Down" or "How to Disappear Completely" are also sad.

And "Videotape".

And pretty much every Radiohead song ever written.

The deceptively named "London", by James Newton Howard, is far and away the most emotional non-lyrical song i've heard.

His "The Healing" and "I'm Listening" are also amazing.

The Tiny Goat, by the Gothic Archies

'The Tiny Goat wanted a birthday party
And sent out invitations to it's friends.
But when the day came, none of them remembered
So it cut out it's eyes with fountain pens.'

Also, Hyper Chondriac Music by Muse, although it's a very clichéd choice.

I really find "Isolation Years" by opeth off "ghost Reveries" to be very haunting and sad... the lyrics are really good.

"There's a sense of longing in me
As I read Rosemary's letter
Her writing's honest
Can't forget the years she's lost

In isolation
She talks about her love
And as I read
"I'll die alone"
I know she was aching

There's a certain detail seen here
The pen must have slipped to the side
And left a stain
Next to his name
She knows he's gone

And isolation
Is all that would remain
"The wound in me is pouring out
To rest on a lover's shore"

Space Oddity by Mr. D. Bowie.
A Wolf at The Door-Radiohead, although it's so much sad as..symptomatic of life..
You do know there's an 'Edit' button, right?

"dance with the devil" and "you never know" both by immortal technique.
plus "that night" by atmosphere. all three are terribly sad and if you dont shed a tear on the first two then you are a sick, sick bastard.
Well, I guess Im a sick sick bastard. Am I even more of a sick bastard because I laughed?

sorry after taking a closer look i found out that it is just an urban legend but if you listen to it, it's still really saddening.

Most of these 'sad' songs don't really do anything for me. For sheer despair, tragedy and pain, you can't beat Xasthur

Xasthur - Doomed by Howling Winds
http://www.youtube.com/watch?v=6zqK_UbD1zU&feature=related

Lyrics:
The wind cast a ruin upon my soul.
The night is dying, yet we cursed the dawn,
each mourning, upon a festering grave.
The moonlight has no shine through the doom.
The burning corpse of god shall keep us warm in the doom of howling winds
For we are a race from beyond the wanderers of night.
