The most evil developer? That's an interesting one. I'd have to say the only one I can think of that's in any way evil is blizzard. The whole rehashing old games, partnering with a shit publisher that they knew would put digital barriers between their fans and their products and of course, for focusing so intently on WoW rather than conventional (less exploitative) games. However, Blizzard were a developer/publisher, so it's questionable as to whether this is applicable or not, as some of it happened after they sold out to Activision.

I've no doubt this has been done to death, but I feel I have a fairly good hold of why people hate ubisoft despite their reasonably impressive internally developed projects. The issue with ubisoft doesn't stem from the games themselves, and as such as a developer there is no problem with ubisoft or their subsidiaries. The reason they are generally disliked is because of the publishing level decisions, things like extortionate prices for gamers outside of North America, the anti-consumer digital rights management (that are often broken) as well as the exclusion of core features in certain games (anno 1404 had no multiplayer before the expansion was released, which is hugely disappointing to fans of the series).
