Just because one game is more of a shooter then an RPG doesn't mean they're going to totally move away from RPGs. Just looks at Dragon Age. Though I want to see Jade Empire 2 to be honest. Plus, ME2 was a great game, and technically it is still an RPG as you're playing a role in the game with a good amount of customization.

but you dont make a sequal by taking away parts
looting, permenent weapon mods, more weapons and armor, full stat building, a better paragon renagade system
these are all things that were taken away so that Mass effect would be simpler without replacing it with anything substancial
I both agree and disagree with a lot of your points. Personally, the looting thing seemed to be there in two, as (depending on what difficulty you were on) you had to make sure to get every piece of ammo you could find. The weapon mods were a nice touch in the first one, but at the same time they didn't really seem to do much until half way through the game. While I agree they need more weapons and armor choices, the first game was just stupid in that aspect because due to so many different types (more then half the stuff I picked up I couldn't even use) and the sheer amount you would pick up. It's annoying to have to sell all that stuff while making sure that each gun isn't slightly stronger then the one you have now. The stat thing I fully agree on. The Ren/Par system actually seemed about the same to me, plus it had the in-cutscene things you could do for fun (throwing a guy out a window, for example).
The thing you didn't mention though is the loss of vehicle sections, which to me was the biggest thing that changed it from a RPG with shooter elements to a shooter/RPG. Yes, they were long and dull a lot of the time. Yes, it quickly grew tedious. But it made the game FEEL huge and was A HELL OF A LOT BETTER then the planet scanning.

mostly, but just because an RPG element like looting doesnt exactly work doesnt mean you completely abandon it you refine it and picking up ammo and money is not looting
also the paragon and renagade system in ME2 wasnt as good as the first
sure interupts are fun but the system in the first game allowed you to be full renagade but still be paragon once in a while instead of choosing one and sticking with it, making it more about what you would really do in those situations
completely agree about the vehicile just forgot to mention it in my post
my point is a sequal should be more substancial not less
me2 is less substancial than the first and i have a bad feeling that is only going to get worse with the third
